A native of Jacksboro, Tenn., Jennings had careers in education and the Federal Bureau of Indian Affairs (BIA). He worked as a teacher and administrator in the Tennessee public school system, 1913-28; as a teacher at State Teachers College, Livingston, AL, 1928-31, and East Tennessee State College, 1957-64.
